Dr. Uday Kant Mishra ( FIE, FICI, MISWE, MISET, MISCMS, MICAS ) was nominated by Hon’ble Chief Minister of Bihar as a Member of Bihar State Disaster Management Authority (BSDMA). He holds highest of academic qualifications and vast experience in various fields. He has many feathers to his cap. He is Member of State Higher Education Council, Government of Bihar; Director at Bihar State Building Construction Corporation Ltd., Chairman, Board of Governors, Bhagalpur College of Engineering for (TEQUIP-II), Bihar, and Member of Supervisory Committee for Admission in unaided private engineering & polytechnic colleges of Bihar.

He also held many prominent positions in the past. He has been Acting Vice-Chancellor and Pro Vice Chancellor of Aryabhatta Knowledge University Bihar, Patna, Chairman, Board of Governors, Bhagalpur College of Engineering, Bihar, Member (Sub Committee on Quality Control CED) Bureau of Indian Standards, Technical Advisor (Member TAC-New Campus Development), IIM (Rohtak); Honorary Advisor, Approach International Group (January  2010- June 2013 for matters pertaining to enhancement of Emotional Quotient of the employees) etc.

Shri P. N. Rai has long experience in the field of disaster/ emergency management. He served in Department of Disaster Management, Govt. of Bihar in various capacities. During his tenure in the Department he had the opportunity to plan and organize rescue and relief work during major disasters particularly, Koshi disaster and Bihar flood 2017. He has been associated in capacity building activities for disaster management responders as Faculty Head, Centre for Disaster Management in BIPARD, Govt. of Bihar Training Institute. He is national level Master Trainer for Incident Command System (ICS) / Incident Response System (IRS). In course of which he visited several institutes/organizations including NIDM & NDMA.

During the last assignment, DG Police (Home Guards & Fire Services), he changed the role of fire services from a mere fire fighting service to prevention and mitigation (DRR). Home Guards which has a strong presence (51,000) was mainstreamed in DRR activities in the State.
