Shri P. N. Rai : Indian Police Service (Recruited in  1982)


Has long experience in the field of disaster/ emergency management. He served in Department of Disaster Management, Govt. of Bihar in various capacities. During his tenure in the Department he had the opportunity to plan and organize rescue and relief work during major disasters particularly, Koshi disaster and Bihar flood 2017. He has been associated in capacity building activities for disaster management responders as Faculty Head, Centre for Disaster Management in BIPARD, Govt. of Bihar Training Institute. He is national level Master Trainer for Incident Command System (ICS) / Incident Response System (IRS). In course of which he visited several institutes/organizations including NIDM & NDMA.

During the last assignment, DG Police (Home Guards & Fire Services),he changed the role of fire services from a mere fire fighting service to prevention and mitigation (DRR). Home Guards which has a strong presence(51,000) was mainstreamed in DRR activities in the State.

Involved in several long term programmes for capacity building of community and responders: these programmes involve activities at state  (creation of master trainers), district, block,panchayat and school/village levl.

Teachers of government and private schools for whole state; public representatives of panchayat; boatmen and safe boat operations; safe swim for children aged 6-14 years; engineers/ architects/masons all over the state for earthquake safe construction; policemen at police station level.

Previous experience: Worked as director general of police, home guards and fire services, Bihar from 2015 to 2018.

State wide awareness and capacity building activities for fire safety in urban and rural areas. More than 4000 activities in villages, apartments, schools, business establishments, hospitals, hotels etc in 2015-16.

As head of fire service in state has been engaged in organising fire response both preventive and fire fighting. Shifted focus from “supply driven safety to demand driven” by focusing on awareness and capacity building of the community.

Bihar has 52000 home guards. Involved in developingtheir capacity as community responders.

During this period worked in the department ofdisaster management, Govt. Of  Bihar in addition to original charge.

Recent activities of handling of disaster/emergency :Boat Tragedy (Patna) January, 2017.  24 peopledied. Response.

Bihar disaster riskreduction road map ( 2015-30)

Associated with bihar disaster risk reduction roadmap (2015-30) preparation of bihar government. Based on sendai declaration.

Emergency/ crowd managementduring large gathering events.

Associated (2013-2014) with National Disaster Management Authority of India as core committee member in developing guidelines for managing disasters related to mass gatherings.

Expert on Crowd Management/Emergency Managment during large gatherings. Taking sessions with police, civil, doctors, engineers engaged in management of large events i.e Chathh etc.

Chaired session on best practices in capacity development – state / institutions initiatives in workshop on “forging partnership: capacity building for DRR”, at Vijayawada organized by NIDM from 21 – 22 may, 2018

Acadmic and Research Work Activities related to Incident Command/ Response System:

Developed training manuals - logistics inclusive of administration and finance and media and information officer for instructors and trainees and ppt. for incident response system (version of incident command system modified and adapted by govt. of india) for us forest service through national institute of disaster management, Govt of India.

Member of core group on incident command system formed by NDMA and MHA. Participated in several brainstorming sessions organised by MHA, NDMAand  NIDM for institutionalization of ICS in India. Final outcome- IRSguidelines 2010.

Research project (2013) on ‘Role of Policein Disaster /Emergency’ to bureau of police research and development(BPR&D), Govt of India. Project awarded by BPR&D.

Developed and submitted (2013) SOP on roleof police in disaster/ emegency to BPR&D.

Prepared (2011) the Bihar Stae Crisis Management Plan for internal security. Submitted to ministry of home affairs, Govt ofIndia.

Capacity Building/ Trainer: As faculty head associated with capacity building programmes and research work at state and national level since2006. 

Long Association with National and State Level Institutions: Including National Disaster Management Authority, Govt of India (NDMA), State Disaster Management Authority and National Institute of Disaster Management (NIDM), Govt .of India in different capacities developing guidelines, SOP, Manuals, Capacity Building etc.
